How a room addition gets designed, permitted and built in Simi Valley: setbacks, foundation and roof tie-in, City plan check timing and the 2024 permit fee.
A room addition is new floor area attached to the house, so it goes through full plan check with the City of Simi Valley Building & Safety Division: drawings, structural calculations where needed, and inspections from the footing to the final. It is the most involved project on this site, and also the one where early decisions save the most money.

What shapes an addition before anyone draws it
Your lot sets the outer limit. Zoning setbacks and lot coverage decide how far you can build toward the side and rear property lines, and the City's sample documents for single-family work include a zoning clearance next to the building permit. On many tract lots in Rancho Simi and Texas Tract the rear yard is the only direction with room, which shapes where the new space connects to the house.
The house sets the rest. A rear addition usually ties a new roof into the existing roof, extends the foundation, and pulls new circuits from the panel. If the panel is already near its limit, a service upgrade belongs in the plan from the start, not as a surprise in month two.

How the City reviews an addition
The City lists the steps on its online permit page. Counter staff screen the submittal first, which can take 5 to 10 business days. Once it is accepted you pay plan check fees, and plan check itself can take 20 to 25 working days, with the same time for each resubmittal. After approval you pay the permit invoice and the City says issuance can take up to 3 business days.
Under the fee schedule effective July 1, 2024, a single-family room addition was listed at $2,160.68 for the first 500 square feet and $1,014.10 for each additional 500 square feet. Fees are adjusted over time, so confirm the current figure with Building & Safety before you budget it.

Building it while you live in the house
Most of an addition happens outside the existing walls, which is the good news. The disruptive part is the connection: opening the old exterior wall, tying in the roof and moving utilities. Planning that phase for a short window, with the opening weathered in the same day, keeps dust and weather out of the rooms you are still using.
Inspections follow the build: foundation before concrete, framing and rough trades before insulation, insulation before drywall, and a final. Each one is a checkpoint you can ask to see signed off before the next payment.
Questions homeowners ask
Do I need an architect for a room addition?
You need drawings that pass plan check, and many additions need structural calculations from a licensed engineer. Who produces them depends on the size and complexity. Ask at the estimate who will prepare plans and who pays for that work.
Can I add a second story instead of building out?
Sometimes. A second story puts load on the existing foundation and walls, so the engineer has to confirm they can carry it or specify reinforcement. It avoids setback limits but adds structural cost and longer time away from the rooms below.
How long before construction can start?
Using the City's published timing alone, counter review plus one plan check round can run 25 to 35 working days, before any resubmittal. Design time comes before that. Plan on the paperwork taking longer than you expect.
Can the addition include a new bathroom?
